Job Purpose:

The Community Services Statewide Administrator leads a large, diverse team of staff providing high-quality direct support services for refugees, immigrants, asylees and victims of international human trafficking. This role is responsible for compliance with all program and funding requirements, identifying business development opportunities, and cultivating and maintaining relationships with local, state and federal government representatives,  refugee and immigrant communities, other organizations and funding and donor sources.

Essential Job Duties:

Organization Management

  • Implement organization-wide management initiatives throughout LFS Community Services.
  • Coordinate LFS Community Services program development and service delivery statewide.
  • Serve on LFS management workgroups as assigned.
  • Travel across the state to attend meetings that promote services and activities of LFS.
  • Serve as active member of LFS Leadership Team and Senior Management Team.
  • Ensure good stewardship of all LFS Community Services resources.
  • Participate on the LFS Quality Council.

 

Program Management

  • Responsible for oversight to assure work and records meet standards and requirements
  • Directly supervise the program coordinators for the Refugee Resettlement programs, Refugee Education and Employment Services, International Center of the Heartland, Immigration Legal Services, AmeriCorps, Employment First contract and office support staff.
  • Ensure LFS Community Services’ quality and integrity of service delivery through continuous quality assurance/quality improvement practices.
  • Oversee LFS Community Services compliance with all state and federal laws and regulations.
  • Manage LFS Community Services requirements related to core service delivery, contracting, and accreditation.
  • Oversee implementation of COA standards pertinent to Community Service programs and operations.
  • Provide budget development, oversight and management for Community Services.
  • Provide Vice President of Children, Family and Community Services analysis/recommendations regarding LFS Community Services program operations based on monthly financial statements, accounts receivable reports, and programmatic trends.
  • Analyze and oversee LFS Community Services staffing patterns and assignments.
  • Develop and implement LFS Community Services policies and procedures.

 

Strategic Planning

  • Provide leadership and direction to the continual growth of LFS Community Services
  • Identify trends, both internal and external to LFS, and utilize them to deliver LFS mission.

 

Program Expansion/Development/Grants Management

  • Actively seek out opportunities for LFS Community Services new and current service delivery growth and expansion.
  • Work with the other core competencies Statewide Administrators and Directors to integrate and or expand Community Services.
  • Coordinate and oversee grant proposals and contracts for new, current, or expanded LFS Community Services.
  • Develop and maintain on-going positive relationships with key funding sources: public and private, local, state, and national.
  • Negotiate LFS Community Service contracts with designated partners.

 

Community Relations

  • Serve on planning, regulatory, and funding committees related to refugees and immigrants at the local, state, and national level.
  • Network with other public and private agencies and funders throughout the state.
  • Advocate for refugee and immigrant’s legal, educational, legislative, and research initiatives as approved by LFS executive team.
  • Oversee marketing and promotion of LFS Community Services throughout the state.
  • Participate in organization relations/fund raising functions as appropriate.                                                                                                                         

 

Job Requirements:

Job Requirements:

  • A Bachelors Degree in a human service field, public administration, business administration required; Masters Degree preferred
  • 5-10 years’ experience in business or program development and implementation, or organizational management,
  • Extensive experience working with community organizations or refugee or immigrant populations
  • 5-10 years progressively responsible supervisory experience; experience leading diverse and geographically dispersed teams preferred
  • A working knowledge of social issues, community organization, and social advocacy.
  • Excellent communication skills, both written and verbal.
  • Experience with finance, budgeting, grant writing and contracting.
  • Proficiency with Microsoft Suite
  • Valid driver’s license, proof of insurance and ability to travel on organization business.
  • Regular and predictable attendance required.  
  • Ability to work evenings and weekends as necessary.
